Try the Tolabow checker if you are building around the extra-color exception.
- 01Designate your commander
The announced pregame rule applies when the ability's card is your commander.
- 02Read the exact exception
Card type, color identity and any other conditions still matter.
- 03Check the rest of the deck
Then check format eligibility, banned cards and the remaining deck rules.
What Rulebreaker does
Rulebreaker groups abilities that alter deck construction when the card is your designated commander. Its effect operates before the game begins. Putting that card in the rest of your deck does not grant its deckbuilding exception. Each ability changes only the restriction it names.
For example, Seluma, Light of Aysen allows Angel cards of any color identity and any basic lands. That permission does not also remove singleton or the usual Constructed deck size. Whtz, the Bibliophile explicitly removes the maximum deck size instead. Read the individual ability before borrowing another commander’s exception.

Where 903.5e fits
The October 19 update bulletin lists new rule 903.5e to support these abilities before a game. The official rules page remains the place to get the effective Comprehensive Rules version.
Before you build
- Confirm that the card can be your commander and check its current Oracle text.
- Write down exactly which cards or restriction its Rulebreaker ability covers.
- Check the remaining cards under the normal Commander rules, then check format legality.
Use the deck checklist for the rest of that review. These steps are editorial guidance; they do not replace a judge’s ruling.

Why break the deckbuilding rules?
Good Morning Magic explains the idea behind Rulebreaker. Watch for the design intent, then check the exact exception your commander grants.
This is design commentary. The dated bulletin and current Oracle text remain the sources for rules questions.
